Project Draft Study and Mitigated Negative Declaration

Inverness Water and Sanitation District has prepared a Draft Initial Study/Mitigated Negative Declaration addressing the potential environmental effects of constructing and operating the Station E Substation Project (Proposed Project), located in the City of Sacramento in Sacramento County, California. This document was prepared in compliance with the California Environmental Quality Act (CEQA).

Inverness Water and Sanitation District is the CEQA lead agency.

The Proposed Project consists of installing a new substation with overhead and underground utility lines, steel structures, and electrical equipment to replace an existing substation. The Proposed Project would replace the existing North City Substation, which was constructed in the 1950s and has reached its planned operational end of life. The Proposed Project would meet Acme’s performance objectives by locating the new substation near the load center of the existing service area. The Proposed Project site is located northeast of downtown Acmeville at the north end of 20th Street, south of the Acme River, west of the Regional Park, and east of the walnut processing facility. The south and west sides of the project are separated from adjoining land uses by the Railroad (UPRR) tracks. South of the Proposed Project area is the Park neighborhood and Acme Park.

This Draft Mitigated Negative Declaration complies with CEQA, pursuant to Section 21080 of the California Public Resource code, to evaluate the environmental impacts associated with the construction and operation of proposed project. The Mitigated Negative Declaration concludes that the proposed project will not cause a significant adverse environmental impact and an Environmental Impact Report is not required.

Acme MUD invites members of the public to attend a public meeting regarding the Recirculated Draft IS/MND. The public meeting will be held January 27, 2014 at 6:30 p.m.

The SMUD Board of Directors will consider adoption of the Mitigated Negative Declaration for the project at two meetings at which the public may make oral comments. The Board will take no action at the Energy Resources and Customer Service Committee meeting.
